What if only some of us dive?

That is the normal case here. The shallow end of most signature sites snorkels well, so both groups work the same anchorage.

Up to 20 on a fast boat for a day charter, and up to 14 overnight on a yacht or phinisi. Cabins are the real limit.

Is the rate per person?

Either way: a cabin is priced per person, the whole boat is priced for the boat. A family filling the boat gets considerably better value than a couple on the same hull.
